Mr. Wolbarsht is a nationally-recognized business leader with 30 years of accomplishments in strategy and operations, finance and information technology: The Washington Post, Baltimore Sun, FORTUNE Magazine and The National Journal have all cited him as a thought leader and management expert. He recently authored “Making the Change We Need Really Happen” for The Washington Times. His work on governance, strategy and optimal performance has repeatedly produced successful outcomes for Fortune 500s, smaller firms and the U.S. government. He focuses on defense, intelligence and homeland security.
He was Managing Director and chaired Strategy for the $1.5 billion public services group at BearingPoint, Inc. from 2003-2006, serving as Engagement Managing Director for Executive Office of the President and White House Information Technology Planning and for Iraqi Government-wide Technology Strategy. From 1985-2002, Mr. Wolbarsht was previously President of DEFCON®, Inc., integrating organizational, operational and technology tools to produce optimized performance for government, domestic and international clients. He is considered an expert at turning “policy into practice.”
As Chief Financial Officer and Chief Information Officer of the Pension Benefit Guaranty Corporation (PBGC) from 1991-1993, Mr. Wolbarsht was the top Financial, Technology and Investment Executive in the Corporation that insures private-sector defined benefit pension plans in the U.S. (67,000 plans and 41 million workers). He managed annual revenues of $1 billion and directed investable assets of $6 billion. The Council on Excellence called his position “one of the toughest financial management jobs in Washington.” According to The Washington Times, he is “credited with turning the once-troubled agency around.”
He has held appointed positions in six administrations of both political parties, including on the Defense Secretary’s Missile Defense Advisory Committee and the Director’s External Review Team at the U.S. National Security Agency. As a member of the statutory Naval Research Advisory Committee (NRAC), the senior scientific advisory group for the Naval Services, he has authored studies on software intensive systems, biometrics and cloud computing/cyber security. He leads the Advisory Group for the House Permanent Select Committee on Intelligence (HPSCI) and has served as a paid expert on major systems acquisition for the U.S. Government Accountability Office (GAO).
Mr. Wolbarsht received an A.B. with honors from Harvard College, an M.B.A. from the Harvard Business School and served to the rank of Lieutenant in the United States Navy. He is a member of the Executive Committee of the Military Order of the Carabao and a Corporate Director of Cobham Defense Systems, Inc.
